Well its not hard to do but tricky to explain, but I'll do my best. What you do is you take a RHT stocking (for reference because as you know RHT stocking the toe and heel the material is thicker and not as sheer as the rest of the stocking, the best is sandalfoot or nude heel where its all the same and your head fits nicely into the heel, with practice you'll be able to use the opposite side of the stocking heel of a RHT to get the best feeling), gather it up like your going to put it on but you stop at the heel, now you must be hard or semi when you go to put it on your cock, you take the heel part and put it on your head and the rest of the stocking foot should be pointing down to the floor.

Now you take the foot part and put it inside out down the shaft towards your balls, when that is done you take the rest of the stocking that's around your cock and pull it tight without loosing the heel part that's on your head and stick your balls in the stocking and pull the stocking tight between your legs (under your balls), now with your other hand you grab your balls to hold everything in, this is where you can adjust and make it nice and snug (without letting go of your balls).

Now you take the stocking that's hanging under your balls and you pull it tight against your body and down under between your legs at the same time (all this time still holding your balls), then when its nice and tight you twist the stocking under your balls (you can let go of your balls at this point) and bring all that extra stocking up over your balls (don't let go), now with a finger on your free hand you stick it in the fold along with the second layer of stocking that you just pulled up (where the foot part goes inside out at the base of the shaft), you then pull down to make it tight, when its nice and tight, the stocking you pulled up you twist again at the base of the shaft and push everything down tight against your body (while still having your finger in so as not to loose the tightness), when you have it to your liking you can remove your finger and make it as tight as you want and pull the stocking down back between your legs (under your balls), if there's any stocking left twist and pull up again, then I also put a rubber ring on the shaft all the way down to the base to make it really nice and tight along the head and shaft.
